Carol is a native of Brandon, MS. She is a graduate of the University of Southern Mississippi, receiving a Bachelor of Science degree in Political Science and of Jackson State University, graduating in 1995 with a Masters of Public Policy and Administration (MPPA) degree with a concentration in Public Administration. Carol was employed as a Loan Officer with Trustmark National Bank before going to work as a Housing Development Officer with the Mississippi Home Corporation, the housing finance agency for the state of Mississippi, where she assisted Community Housing Development Organizations fund and build over 1200 homes annually for low to moderate home owners throughout the State. In January 2002 she joined the Mississippi Development Authority as an Associate Manager within the Minority and Small Business Development Division and has served in several different positions within the division ranging from Associate Manager to Interim Director. Carol served for over 10 years as the Bureau Manager for the MS Procurement Technical Assistance Program (MPTAP). The MPTAP program connects Mississippi’s small, minority, disadvantaged, women-owned and veteran-owned businesses with local buying offices, helping agencies to meet their congressionally mandated procurement goals. As the Bureau Manager for the statewide Procurement Technical Assistance Program, she assisted with directing a network of procurement technical assistance centers to national recognition while aiding Mississippi businesses in receiving over millions of dollars in federal, state and local government contracts.
As Director of the Minority and Small Business Development Division at the Mississippi Development Authority, Mrs. Harris will lead the division in advocating on behalf of minority and women owned enterprises and promote the participation of small, minority and women-owned businesses in the statewide economy by helping to build capacity and gain access to both public and private economic opportunities.
Carol is certified by the Association of Procurement Technical Assistance Centers (APTAC) as a Certified Contracting Assistance Specialist and a member of the National Contract Management Association (NCMA) and the Defense Acquisition University Contracting Certification Program.
Mrs. Harris resides in Brandon, Mississippi. She is a mother, Sunday school teacher and choir and praise team member.
