  • Note: You must furnish a copy of your certification (local, regional or national) with these classifications upon request.
  • A minority business enterprise is a U.S.-based business concern (a) which is at least 51 percent owned by minorities, or in the case of any publicly owned business, at least 51 percent of that business' stock is owned by one or more minorities; and (b) whose management and daily business operations are controlled by one or more of the minority individuals who own it. The goal of the DBE Program is to ensure that firms owned and controlled by minorities, women, and other socially and economically disadvantaged persons have the opportunity to grow and become self-sufficient so that they are able to complete, on equal basis, with non-disadvantaged businesses for contracts and subcontracts in the transportation industry.
