Mississippi was allocated $40,418,000 in State Energy Plan (SEP) funds through the American Recovery and Reinvestment Act (ARRA). All available funds have been allocated.

The Energy Division of MDA is responsible for administering the SEP funds through these five broad categories:

Energy Efficient Public Buildings - $14,644,714
Market Transformation & Technology Deployment - $9,403,787
Mississippi Job Protection through Energy Economic Development - $13,524,807
Appliance Rebates (in conjunction with the State Energy Efficient Appliance Rebate Program): $99,968
Administration - $2,744,723

Energy Efficient Public Buildings
The Energy Division has developed several programs aimed to reduce energy consumption in public buildings at the state and local levels and reduce those costs to the state budget.

Energy Efficient Buildings – Lead by Example $9,950,000
MDA has partnered with the Department of Finance and Administration to achieve energy savings in targeted public facilities through energy efficiency measures, retrofits, retro-commissioning and smart metering. DFA is responsible for awarding contract services based on state procurement procedures.

Energy Efficient Buildings – Performance Contracting $4,644,714
The Energy Division has awarded grants to ten public institutions to help finance energy saving upgrades through performance contracting.

Energy Efficient Buildings – Building Energy Codes $50,000
The Energy Division is partnering with the American Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE) to provide training on energy efficiency codes to the commercial, industrial and residential sectors. MDA will also work with local communities to educate them on the benefits of energy building codes.

Market Transformation & Technology Deployment
MDA’s Energy Division has awarded grants on a competitive basis for demonstration projects related to energy production, smart metering, and transportation. These funds have been awarded to public and private entities for commercially available energy efficiency and renewable energy projects.

Market Transformation – Renewable Energy Projects $4,992,756
This program provides incentives to public and private entities to help deploy commercially available renewable energy technologies. Seventeen Mississippi entities were awarded approximately $5 million in funding. This program is designed to assist companies in making investments in renewable energy systems such as solar electric generation, solar thermal water heating, biomass energy production or other renewable energy technologies.

Market Transformation – Smart Meters on Public Facilities $3,750,000
In conjunction with the Lead by Example program and in partnership with DFA, the Energy Division will deploy smart meters on public facilities and buildings. These meters will collect and aggregate data in order to better manage costs to the state and total energy usage in public buildings.

Market Transformation – Transportation Grants $248,560
The Energy Division has awarded four grants to public entities to transition multi-modal assets around the state to more energy efficient vehicles. In addition, this program will encourage the Clean Cities concept, park-and-ride, idle reduction tactics, and other required transportation-related activities under the SEP guidelines.

Market Transformation – Biomass Feasibility Study - $412,471
The Energy Division has contracted with a firm to conduct a Biomass Feasibility Study for the State of Mississippi. Information gleaned from this comprehensive feedstock assessment will assist the Mississippi Development Authority in its mission to recruit new industries and new possibilities into the State.

Mississippi Job Protection through Energy Economic Development
MDA-Energy developed a program which will provide funding to eligible Mississippi businesses for energy efficient retrofits and upgrades to help them cut costs, reduce energy consumption and create or retain jobs. Businesses of all sizes were eligible to receive funding for energy efficient upgrades including: building envelope; lighting; heating, ventilating and A/C; water heating; industrial systems for steam, process heating, pump, fan and compressed air; solar or biomass power systems; metering; and other energy efficient or alternative energy systems.
 
Funding for the Mississippi Job Protection through Energy Economic Development program was awarded in two rounds. A total of 67 companies located throughout the state were awarded over $13.5 million in funding.

SEP Appliance Rebates
In association with the State Energy Efficient Appliance Rebate Program, the MDA Energy Division used a small amount of SEP funds to provide rebates for Mississippi consumer purchases of ENERGY STAR-rated appliances.
