The mineral lease function is responsible for the leasing of the onshore state-owned mineral rights for oil and gas exploration and production. Sixteen section and university minerals are not a part of this program. This leasing does not include mining type minerals such as sand, gravel, coal, limestone and other minerals that require surface mining.

State Lease Form
When the Mississippi Major Economic Impact Authority (MMEIA) executes an oil and gas lease covering state-owned minerals under its responsibility the lease will be on the state's lease form. The generic onshore lease form serves as a starting point and various particulars and perhaps additional agreed-upon clauses may be included in the final lease document.
