The Community Services Division provides technical and financial assistance programs that promote health and economic growth in communities. Through several grant and loan programs, the division provides funding to communities for basic public infrastructure needs and certain community development projects.
The division administers the following programs:
Neighborhood Stabilization Program (NSP)
The Neighborhood Stabilization Program (NSP) provides financial assistance to low-income families to purchase homes in certain areas of the City of Jackson.
Community Development Block Grant Program (CDBG)
The Division's Community Development Block Grant (CDBG) Program makes federal grants available to local units of government for water/sewer, public buildings, or other infrastructures that will benefit low and moderate income persons.
Capital Improvements Revolving Loan Program (CAP)
State funded grant and loan programs include the Local Governments Capital Improvements Revolving Loan (CAP) program. CAP offers low-interest loans to local units of government for capital improvements.
Development Infrastructure Grant Program (DIP)
The Development Infrastructure Grant Program (DIP) is a grant program that is available to fund publicly owned infrastructure.
Emergency Solutions Grants Program (ESG)
The Emergency Solutions Grants (ESG) Program provides assistance for the state's homeless population through grants to local units of government and non-profit organizations for operations/maintenance and essential services of existing emergency shelter and rapid re-housing assistance.
Freight Rail Service Projects Revolving Loan Program (RAIL)
The Freight Rail Service Projects Revolving Loan Program (RAIL) makes available low-interest loans to local units of government for freight rail service improvements.
HOME Investment Partnerships Program (HOME)
The Home Investment Partnerships Program (HOME) provides federal grants to local units of government and Community Housing Development Organizations (CHDOs) to assist low and very-low income families with long-term affordable housing.
Mississippi Single Family Residential Housing Fund (HB530)
The Mississippi Single Family Residential Housing Fund (HB530) offers financing for the construction of single-family eligible residential housing units for low and moderate income citizens.
Rural Impact Fund Grant Program (RIF) (NO FUNDING AVAILABLE FOR 2012)
The Rural Impact Fund Program (RIF) makes grants and loan guarantees available to rural units of government for economic development projects.
Small Municipalities and Limited Population Counties Grant Program (SMLPC) (NO FUNDING AVAILABLE FOR 2012)
The Mississippi Small Municipalities and Limited Population Counties Grant Program (SMLPC) is designed to assist small municipalities and limited population counties or natural gas districts in financing projects for promoting economic growth.
Federal Funded Projects Compliance Guidance and Forms
All projects undertaken with federal funds must adhere to all regulatory requirements applicable for each grant program. This section will provide the funding recipient with the necessary guidance documentation and information needed for all grant program compliance.
