Energy Performance Contracting

Energy Performance Contracting is an innovative financing package that uses savings from reduced energy consumption to repay the cost of installing energy conservation measures. A private company, usually a qualified Energy Service Company or ESCO, guarantees a level of energy savings for a specified contract term sufficient to cover all project costs.

Mississippi's Energy Performance Contracting Manual
This manual serves as a guide for public agencies that are interested in procuring energy performance contracting agreements that will reduce energy consumption and costs in their facilities.

The Energy Division, in joint membership with the Energy Services Coalition, serves as an advocate for introducing energy performance contracting agreements (guaranteed energy and cost-savings contracts) as a means to reduce energy consumption and cost for all governmental units in the state. All project costs including financing are covered by the energy and cost savings achieved by the installation of the energy efficiency improvements, such as lighting, HVAC equipment, controls and more.

Who is eligible? Any public school district, community college, institution of higher learning, publicly-owned hospital, state agency or governing authority of this chapter.

Who are qualified ESCOs? The State of Mississippi utilizes the DOE Qualified List. DOE’s list accessed by selecting DOE Qualified list, for additional informaton select Qualified Energy Information.
