Community Services
The Community Services Division provides technical and financial assistance programs that promote health and economic growth in communities. Through several grant and loan programs, the Division provides funding to communities for basic public infrastructure needs and certain community development projects.

The division administers the following programs:
The Division's Community Development Block Grant (CDBG) Program makes federal grants
available to local units of government for water/sewer, public buildings, or other infrastructures that will benefit low and moderate income persons. The Emergency Shelter Grants (ESG) Program provides assistance for the state's homeless population through grants to local units of government and non-profit organizations for essential services, operations/maintenance, homeless prevention, and renovation of emergency shelters. The Home Investment Partnerships Program (HOME) secures federal grants on behalf of local units of government and Community Housing Development Organizations (CHDOs) to assist low and very-low income families with long-term affordable housing.
State funded grant and loan programs include the Local Governments Capital Improvements Revolving Loan (CAP) program. CAP offers low-interest loans to local units of government for capital improvements. The Freight Rail Service Projects Revolving Loan Program (RAIL) makes available low-interest loans to local units of government for freight rail service improvements. The Mississippi Single Family Residential Housing Fund (HB530) offers financing for the construction of single-family eligible residential housing units for low and moderate income citizens. The Housing Revolving Loan (HRL) Program makes available low interest rate second mortgages to allow low to moderate income families to obtain homeownership. The Mississippi Small Municipalities and Limited Population Counties Grant Program is designed to assist small municipalities and limited population counties or natural gas districts in financing projects for promoting economic growth. The Rural Impact Fund Program (RIF) makes grants and loan guarantees available to rural units of government for economic development projects.
