Community Development Block Grant (CDBG)

Economic Development Program

Purpose

The Economic Development Grants assist local units of government in the funding of eligible infrastructure improvements in the support of better paying jobs. The use of these funds is directly associated with the creation or retention of jobs of which at least 51% must be low-and moderate-income. Each project will be reviewed for eligibility on a case-by-case basis.  

The State CDBG Program makes funds available to the local units of government (except for entitlement cities) that show a genuine need for specific projects and can meet the program's state and federal eligibility requirements. 

Available Funds

A total of up to $14,231,384 has been set aside for the Economic Development Program.

Grant Size

The maximum grant size is $650,000. The minimum grant size is $100,000. Projects associated with creating 250 or more jobs may be eligible to receive a maximum of $1,000,000.  

* CDBG assistance per job must be $20,000 or less.

Threshold

The applicant must have no unresolved audit or monitoring findings. At least 51% of jobs to be created/retained must be filled by or made available to persons from low-and moderate-income families or the project must meet the Slums and Blight National Objective.

Applications must include a Memorandum of Agreement executed with the business to create and/or retain the jobs and to make the investment as described in the application.

CDBG participation is limited to a maximum of 60% of the total project cost.

Submission Date

The Community Services Division (CSD) will begin accepting proposals starting January 2.

Upon review, CSD will make a decision whether or not to invite an application. Only invited applications will be considered due to the limited amount of funds available. The letter inviting an application will state the amount of funds that may be requested.
