Small Municipal and Limited Population Grant Program

The Mississippi legislature authorized $3M in general obligation bonds to be issued for the Small Municipal and Limited Population Grant Program for 2008

Applications will be taken from August 1, 2008- August 29, 2008
The maximum grant awarded per local entity will be $100,000.
This is a competitive process

  • Small Municipalities: Maximum population 10,000
  • Limited Population County: Maximum population 30,000

Frequently Asked Questions about SMLP Grants:

Q: Is a Small Municipality or County eligible to submit more than one application for several different projects?
A: No, a Small Municipality or County may apply for only one (1) project for 2008 Grant Awards.
Q: Can a community apply for funding a recreational park?
A: Yes. However, this is a competitive process and depending on need and other applications, a park may not be a high priority.
Q: If a Municipality or County has an existing SMLP award from previous years, can they apply for 2008 SMLP program?
A: Yes they may apply even though they have outstanding SMLP awards from previous years.
Q: Can SMLP be used to provide infrastructure to a retail development?
A: Yes, as long as the infrastructure is publicly owned. 
Q: Once a community is awarded a project, can the scope of the project be changed?
A: No. In some cases, parts of the project may be revised; however, the overall scope of the project cannot be changed. The grant will be forfeited and the community would need to reapply for the new project during the next funding cycle. (Ex. Cannot change from renovating town hall to constructing a hospital.)
Q: Are public libraries eligible?
A: Yes, they are publicly owned.
Q: Are broadband towers for emergency services eligible?
A: Yes, the local governmental entity is eligible to apply with this project. However, it is a competitive process.
