Notice to Bidders
The Mississippi Development Authority will receive written bids for the furnishing of all labor and materials for the construction of that certain Project designated as Mississippi Development Authority North/North Build Position Project for the Northrop Grumman Ship Building Facility Modernization Program at Pascagoula, MS until 2:00 P.M., local time, Thursday, November 13, 2008, at the Purchasing Office of the Mississippi Development Authority, 4th floor of the E. T. Woolfolk Building, 501 N. West Street, Jackson, Mississippi 39201. Bids will be publicly opened and read aloud 15 minutes later in the Mississippi Development Authority Conference Room Center, Woolfolk Building, 501 N. West Street, Jackson, MS 39201.
This Project consists of furnishing all material, labor, and equipment necessary for the purchase and installation of North/North Build Position Project, as more fully described in the drawings and specifications.
Contract drawings and Specifications for the Mississippi Development Authority North/North Build Position Project can be obtained at Ridgways, 2337A Pass Road, Biloxi, Mississippi 39531. All firms may pick up plans and specifications by paying Ridgway’s costs of reproduction. Contract plans and specifications are available for viewing at the following locations:

The Mississippi Development Authority strongly encourages the use of Minority and Disadvantaged Business Enterprises in the performance of the work.
Contractors submitting bids shall hold a Mississippi Certificate of Responsibility Number in the work classifications required for this Project and shall demonstrate their ability to perform the scope of work in the time allowed by including their work history for similar projects performed in the last 5 years. Failure to provide all requested information may be grounds for rejection of the bid.
A mandatory pre-bid meeting and site visit will be conducted at 10:00 A.M. CDT on Tuesday, October 21, 2008 at the Project site. All firms submitting bids must attend this mandatory pre-bid meeting. No later than 48 hours prior to the scheduled pre-bid meeting, each Bidder shall provide a written statement for each attendee (by mail or facsimile) providing the social security number and confirmation that attendee is a U.S. citizen (non-U.S. citizens are unable to obtain security clearance); the fax number is 228.202.5001.
The successful bidder must be prepared to furnish bonds and insurance certificates and be able to execute contract documents within seven (7) days of contract award. Contract award is anticipated to be made within a short time period following receipt of bids. We reserve the right to accept or reject any/or all bids, to waive any minor informality in the bidding and to modify the bid documents by addenda if deemed necessary.
