Energy Education Services
Energy use in our country affects everyone. Educating the public, including students and consumers, about the economic and environmental benefits of wise energy use is important, and is one of the best ways of curbing energy waste. The Energy Division has several programs designed to inform and educate Mississippians about wise energy use. Programs include National Energy Development Program (NEED), Mississippi Regional Middle School Science Bowl, Energy Smart Science Fair Awards, and Energy Patrol.
State Energy Management Program (SEMP)
The State Energy Management Law of 1981, revised as Senate Bill 3113 (pdf) in the 1998 Mississippi Reuglar Session, provides for the development and implementation of a state energy management plan for all state-owned or state-leased buildings and facilities. This program is designed to promote energy efficiency in state-owned or leased buildings and facilities by training energy management personnel to monitor and control energy consumption.
The Energy Division is mandated to monitor the agencies' energy consumption levels and provide technical assistance in the development and implementation of energy management plans. The State Energy Management Program or SEMP is a customer focused organization that not only provides technical assistance and support, but also the training necessary to successfully energy management projects. When SEMP succeeds, agencies and institutions have the skills, the means, and the initiative to undertake projects that use energy more efficiently, and that promote the use of renewable resources. A long term benefit of these activities is building an infrastructure in State agencies that institutionalizes energy efficiency as a good business practice.

Energy Performance Contracting
Energy Performance Contracting is an innovative financing package that uses cost savings from reduced energy consumption to repay the the cost of installing energy conservation measures. A private company, usually a qualified Energy Service Company or ESCO, guarantees a level of energy savings for a specified contract term sufficient to cover all project costs.

This manual serves as a guide for public agencies that are interested in procuring energy performance contracting agreements that will reduce energy consumpution and costs in their facilities.

Energy Efficiency Lease Program for Public Facilities and Private "nonprofit" Hospitals
Energy efficiency is a resource that should be developed as a part of sound fiscal management. Saving energy means saving money. Most public buildings in Mississippi were built during a time when little concern or regard was given to energy operating costs. Taking advantage of opportunities in energy efficiency improvements in your building can bring about cost control through improved building operations, maintenance, and energy efficient equipment. The Energy Division has a financing program that utilizes existing funding resources to implement identified energy conservation measures.
Section 31-7-14 of the Mississippi Code, allows universities, community colleges, public hospitals, private "nonprofit" hospitals, state agencies, local governing authorities and school districts to lease-purchase energy efficiency services and/or equipment for up to ten (10) years. The Energy Division can also select a third party financier to fund energy projects such as lighting, boilers, cooling systems, energy management systems, and windows. Through the Energy Efficiency Lease Program, public entities have access to pre-arranged, tax-exempt lease purchase financing. A public entity can reduce high origination fees, and streamline the otherwise lengthy funding process by participating in this program. Program participation also provides access to a team of technical, legal, and financial professionals.
The Energy Efficiency Lease Program can be used to fund the following types of contracts:
- Bid-Spec Procurement Contract
- Energy Services Contract
- Energy Performance Contract
Public entities interested in implementing energy efficiency measures using the Energy Efficiency Lease Program must first apply to MDA-ED, requesting assistance.
General Program Steps:
- Apply to the Energy Division for program assistance;
- Identify the project and pass a resolution and intent to pursue an energy project utilizing this program to finance measures;
- Contract with a design engineer (if necessary) to aid with design specification, solicitation for services, and project implementation;
- Submit financial, technical, and legal information to MDA-ED;
- After project approval, advertise for bids and select contractor;
- Execute lease documents when the work has been accepted.

Emergency State / Federal Coordinators (ESF-12)
As mandated, the Mississippi Development Authority's Energy Division provides a primary lead role in coordinating the state energy emergency activities as Emergency State / Federal Coordinators. The Energy Division provides updates to a generator database for use during emergency management activities. The data is compiled and made available for use by staff of the Energy Division, Mississippi Emergency Management Agency, and other state, county, or local government authorities in the event of an emergency loss of power.
