Minority & Small Business

The mission of the Minority & Small Business Development Division (MSBDD) is, as the state’s advocate for minority-owned, women-owned and small businesses, to enhance economic development of the State of Mississippi by providing technical and financial assistance to minority, women-owned and small business enterprises so that they can compete more successfully for federal, state, local government and commercial contracts.

The slogan, "Building New Partnerships," is an integral part of MSBDD's daily mission as MSBDD embarks upon an on-going series of outreach activities. MSBDD's outreach efforts make it possible for minority and women-owned businesses to network with key industry partners from the public and private sectors as well as opening doors to joint ventures, subcontracting opportunities, additional working capital, and various mentoring relationships.

Technical Assistance


To stimulate entrepreneurship and private sector job growth among minority and women-owned businesses, the Minority Business Enterprise Division provides business and educational assistance to its clientele through workshops and individual sessions. Such assistance strives to promote growth, increased productivity, expansion, and improvements in daily business management and operations.

Mississippi Procurement Technical Assistance Center


The Minority and Small Business Development Division is strategically partnered with the Mississippi Procurement Technical Assistance Center Network (MPTAC) whose mission is to enhance national defense and economic development of the state by assisting Mississippi businesses in obtaining federal, state and local government contracts.

MPTAC is dedicated to being the premier provider of quality procurement technical assistance delivered by customer focused, highly motivated professionals using innovative technology and sound business practices.
